Dubai is the Gulf's best-known property market, but Oman has become a serious alternative thanks to new residence rules and lower prices. This comparison helps you decide based on your budget and goals.
Side by side

| Residence through property with no minimum | Yes, owner residence under Decision 87/2026 | No; shorter visas also need a minimum value |
| 10-year residence | from OMR 200,000 (about USD 520,000) | from AED 2 million (about USD 545,000) |
| Registration fee | about 3% | 4% plus admin fees |
| Where foreigners can buy | tourism complexes and new cities | freehold areas |
| New supply | limited and controlled | very high |
| City feel | calm, family-oriented, nature and sea | busy, commercial, fast-paced |
Price and budget
- In Dubai, 10-year residence needs at least AED 2 million of property, and shorter visas also have minimum values.
- In Oman, owner residence has no published minimum, so a smaller apartment in an approved area can still bring residence for you and your family.
- Oman's 10-year Golden Residency starts at OMR 200,000, roughly the same level as Dubai.
Bottom line: on a mid-range budget, Oman offers the easier residence route. With a larger budget, both offer 10-year options.

Purchase costs
- Dubai: 4% Dubai Land Department fee, about 2% agent commission and admin fees; typically 6–7% on top of the price.
- Oman: about 3% transfer registration in tourism complexes plus legal costs; off-plan units are usually bought directly from the developer.
Rental yield and growth
- Gross rental yields in both cities are reported at roughly 6–7%.
- Dubai is bigger and more liquid, but very high new supply can weigh on prices.
- Oman's market is smaller and less liquid, but supply is limited and new rules are drawing foreign investors.
Notes for Iranian buyers
- Both countries apply strict banking checks to Iranian nationals. Document the source of funds and use only official transfer channels.
- Oman is close and familiar for Iranians and allows 14-day visa-free entry, enough to visit projects.
- Owner residence with no minimum value is a major advantage for Iranian families on a mid-range budget.
Which suits you?
- Choose Oman if you want family residence on a mid-range budget, prefer a calm, family-friendly city and want a market with limited supply.
- Choose Dubai if you have a large budget, need fast liquidity and your work or business is in the UAE.
